Re: “Don’t put AQMD under CARB’s thumb” [Opinion, April 21]:

The Register’s Editorial Board is absolutely correct regarding an effort by some in the Legislature to take more power away from local governments.

As a member of the Senate’s Environmental Quality Committee, I voted against Senate Bill 1387 on April 20. This bill would expand the board of the Southern California Air Quality Management District from the current 13 members to 16. It would double the number of members appointed by the governor and legislative leaders.

SB1387 would dilute the input of the 10 other board members who are locally elected government officials. The bill would further take us down the path of usurping the rightful role of local governments to be of the people, by the people and for the people. Government works best when it is closest to those it governs, not when distant power brokers are given more power.
